Chongqing Municipal Market Supervision Administration's Notice on the City's Elevator Safety Situation in 2023

In accordance with the "Special Equipment Safety Law of the People's Republic of China", "Chongqing Special Equipment Safety Regulations", and "Chongqing Elevator Safety Management Measures", the city's elevator safety status in 2023 is now reported as follows.

I. Basic situation of elevators in the city

(I) Quantity and distribution.

In 2023, the city added 20,574 elevators, with a total of 269,896 elevators, of which 252,439 were in use. Among the elevators in use, there are 241,498 passenger elevators, 1,108 freight elevators, 26,093 escalators/moving walkways, and 1,197 other types of elevators, 25,073 elevators have been in use for 15 years or more. The top five districts and counties in terms of the number of elevators are: Liangjiang New District, Yubei District, Banan District, Jiulongpo District, and Nan'an District (see figure).

In the past five years, Chongqing has added 91,509 elevators, with an average annual growth of 10.3% (see table).

(II) Elevator-related units.

1. Elevator production units.

There are 11 elevator manufacturing companies in the city, all of which have Class A manufacturing qualifications. There are 408 certified elevator installation, modification and repair companies in the city, 72 out-of-town maintenance companies registered in the city. Among them: 12 companies maintain more than 3,000 elevators, 39 companies between 1,000 and 2,999 elevators, 67 companies between 500 and 999 elevators, 68 companies between 100 and 499 elevators, and 294 companies with less than 100 elevators.

2. Elevator users.

There are 20,293 elevator users, of which 15 use more than 1,000 elevators, 35 use 500 to 999 elevators, 356 use 100 to 499 elevators, and 19,887 use less than 100 elevators.

3. Elevator inspection and testing institutions and elevator safety assessment institutions.

At present, the city has one government-authorized public welfare elevator statutory inspection institution, namely Chongqing Special Equipment Inspection Institute. There are 35 units engaged in elevator safety assessment and testing in the city, including 3 local inspection and testing institutions and 32 units from other places doing business in Chongqing.

4. Elevator supervision departments.

There are 43 elevator safety supervision institutions in the city, including 1 municipal supervision department and 42 district and county special equipment safety supervision departments. Elevator safety supervision work is delegated to the market supervision offices of each township (street).

(III) Employees.

There are 29,450 certified special equipment safety management personnel (including elevators) and 18,458 elevator operators in our city, who are engaged in basic work such as elevator management, transformation, repair, and maintenance. There are 462 certified elevator inspection personnel in the city.

(IV) Safety status.

In 2023, elevators in the city will operate safely without accidents.

The Chongqing Elevator 96333 Disposal Platform has achieved full coverage of the three-level emergency rescue system for elevators in use. In 2023, the platform received 40,799 calls (including 1,457 calls to the police), handled 11,553 elevator emergencies (including 2,810 failures and 8,743 trapped people), responded to 2,377 passenger concerns and consultations, and rescued 15,730 trapped people. The rescue success rate was 100%. The average arrival time on the scene was 10 minutes, and the average rescue time was 5 minutes. The main reasons for being trapped were: elevator failure, elevator power outage, passenger operation errors, false alarms, etc. 

(V) Elevator regular inspection and special spot checks.

1. Elevator regular inspection. The city's elevator inspection pass rate was 99.9%, and there were 231 elevators that failed the regular inspection, 68 fewer than the previous year. 

2. Elevator special spot checks. The Municipal Bureau mainly conducted special spot checks on passenger elevator door locks, emergency alarms, and the "three gaps" of escalators. A total of 1,000 passenger elevators and 400 escalators were spot checked, covering all districts and counties in the city, 245 elevator maintenance companies, and 689 elevator users. During the special spot check, three passenger elevators with short-circuited door lock safety circuits were found. The special spot check for four consecutive years has formed a certain deterrent to major illegal and irregular behaviors. 

Among the 489 unqualified items found in the passenger elevator spot check, poor contact or missing electrical safety devices of floor doors accounted for 3.3% of the unqualified items, damage to emergency alarm devices and emergency lighting accounted for 14.1% of the unqualified items, the engagement depth of the door locking device was less than 7mm, accounting for 15.5% of the unqualified items, and damage to the emergency unlocking device accounted for 8.8% of the unqualified items. 

Among the 230 unqualified items found in the spot check of escalators, the gap between the steps and the apron plate accounted for 12.7% of the unqualified items, the comb teeth and the comb plate accounted for 18.6% of the unqualified items, the gap between the steps and the handrail entrance protection accounted for 0.3% of the unqualified items respectively, the emergency stop device accounted for 3.5% of the unqualified items, the instructions for use accounted for 8.6% of the unqualified items.

II.Work in 2023

The market supervision personnel of the whole city have fulfilled their responsibilities at all levels, adhered to their posts and performed their duties, and the safety of elevators in the whole city is stable and controllable.

(I) Do a solid and detailed job to continuously serve the people's livelihood. Newly revised the "Chongqing Elevator Safety Management Measures".

In accordance with the "Chongqing "Safe Elevator Guardian Action" Work Plan", continue to include the elevator entrapment rate and emergency response rate in the assessment of local government safety goals, and effectively promote the implementation of elevator safety responsibilities. The "Three-Year Action Plan for Building a Base for Elevator Safety in Chongqing (2023-2025)" was issued to further rectify and ensure the safety of old elevators, to urge and guide elevator production units to be fully equipped with quality and safety directors and quality and safety officers, and to fully equip elevator users with elevator safety directors and safety officers, and to implement safety responsibilities to the smallest unit, to establish and improve the "daily control, weekly investigation, and monthly scheduling" work mechanism to promptly investigate and eliminate risks and hidden dangers. The coverage rate of elevator safety liability insurance in the city reached 80%. 2,561 elevators were installed throughout the year, 2,902 old residential elevators were evaluated for safety, 507 old elevators were updated and renovated, and the demands of the masses were responded to in a timely manner. 

(II) Promote the "two reforms" of elevators in an orderly manner. The "Notice on Implementing the Rules for Elevator Supervision Inspection and Periodic Inspection and the Rules for Elevator Self-Inspection" was issued, and the implementation was promoted in stages and in an orderly manner to make full preparations for the city's opening up in 2024, 25 elevator inspection agencies in Chongqing carried out elevator inspections, inspecting a total of 10,798 elevators. A special inspection was organized for 10 inspection agencies that provided elevator self-inspection services in Chongqing. In response to the problems found during the inspection, the Municipal Bureau organized all agencies to have a centralized interview. The city's on-demand maintenance of elevators reached 20,300 units, and the entrapment rate and failure rate were lower than those of regular scheduled maintenance elevators. At the same time, a study was conducted on the evaluation system of elevator on-demand maintenance plans and the technical requirements of paperless maintenance systems, and the Chongqing local standard "General Technical Specifications for Elevator Paperless Maintenance Systems" was drafted to provide technical support for elevator users and production units to optimize maintenance plans. 

(III) In-depth special rectification of elevators. The Municipal Bureau dispatched 4 inspection teams to inspect and supervise the work of elevator hazard investigation in relevant districts and counties. The district and county bureaus focused on elevators in public gathering places and tourist attractions, inspected 9,107 elevators, issued 531 safety supervision orders, and rectified 1,340 hidden dangers. For elevator companies that failed to perform maintenance or use management in accordance with safety technical specifications, 425 cases were filed and investigated, including 288 cases of elevators not being used in accordance with technical specifications, effectively cracking down on illegal and irregular behaviors. 

(IV) Effective operation of smart elevator system. Promote the construction of smart elevator management system, formulate and issue Chongqing local standard "Technical Requirements for Elevator Internet of Things System", and issue 33 safety evaluation certificates. All elevators in the city are included in the smart risk control and smart emergency sections of the smart elevator platform, of which 69,000 are connected to the Internet of Things, and 9,645 connected elevators have real-time operation fault data access to the platform, with real-time data reaching 73,000. The paperless maintenance rate of elevators has reached 90.9%. On the basis of the full coverage of the 96333 elevator emergency response platform in use, the platform construction is continuously optimized, the emergency response rate and arrival rate are strengthened, and the emergency effectiveness is continuously improved. 

(V) Maintain a good situation of joint management. Together with the Dazu District Government, we will build the Chongqing-Chongqing Twin Cities Economic Circle (Chongqing Dazu) Elevator Industry Cluster, which brings together 24 elevator machine and component manufacturers and 3 domestic first-line brand elevator DC logistics centers, of which 2 elevator companies have been awarded the title of "Little Giant Enterprises" for specialization and innovation. Continue to promote the electronic management of elevator operator certificates and strengthen personnel capacity improvement and credit supervision. A total of 373 elevator complaints and reports were received, accounting for 92.56% of the total number of special equipment complaints, and all were properly resolved. The Special Equipment Association promoted the star rating of maintenance units in the city, selected 8 five-star units, and promoted the implementation of corporate main responsibility through industry self-discipline. Activities such as elevator safety knowledge into the community and "Elevator Promotion Week" were carried out to increase the publicity of elevator knowledge, and the awareness of safe elevator riding was deeply rooted in the hearts of the people.

III. Work ideas for 2024

Seriously implement the three-year action plan for tackling the root causes of production safety and the three-year action plan for building a foundation for elevator safety, vigorously carry out supervision and inspection, special spot checks and law enforcement, strengthen law enforcement "zeroing", implement joint punishment, and implement the safety reporting and reward system, thoroughly investigate hidden dangers and closed-loop rectification, deepen and implement the "double prevention" safety mechanism of elevators, and promote elevator insurance + technology + service full life cycle comprehensive insurance, integrate.elevator smart management and credit supervision, strengthen the construction of the 96333 elevator emergency response platform, do a good job in paperless elevator maintenance, and enhance smart supervision, improve the legal and regulatory standards system, do a good job in the publicity and implementation of the newly revised "Chongqing Elevator Safety Management Measures", and improve the market visibility and competitiveness of Chongqing Elevators,promote social co-governance, strengthen the cooperation between the Elevator Committee of the Special Equipment Safety Management Association, the Elevator Chamber of Commerce, colleges and universities, and scientific research institutions,regularly carry out star rating of elevator maintenance units, improve the elevator expert team, Enhance the publicity effectiveness of "Elevator Safety Week".
